Every thinset manufacturer makes a thinset that will bond to cutback adhesive, this is the only adhesive.
Even if it were cutback, the best way to go is to remove the vinyl and the glue.
The vinyl and glue should be removed using a good pair of gloves and a razor scraper.
Once the tile and the bulk of the adhesive is removed, rent a grinder with course diamond pads or a wood floor edger using 36 grit sanding discs to remove the remaining residue and rough up the surface of the concrete.
Follow the membrane manufacturers directions for their recommended type of thinset to use.
If you are concerned about moisture in the concrete, the ditra would be the better choice of the two.
These joints should be continuous through the tile layer and filled with an appropriate flexible joint sealant.
